The Electoral Reform Programme is designed to build on the good working relationships fostered between the electoral management bodies within the Electoral Commissions Forum of SADC countries, the AAEA, the SADC Parliamentary Forum and the EMBs in East and West Africa, as well as other African organisations and institutions
focusing on democracy and electoral matters.
Initially the Programme will have
three main initiatives:
• A Pan-African consultation to discuss the establishment of an African
Electoral Authority tasked with setting standards and guidelines for credible and legitimate electoral processes on the continent;
Strengthening Electoral Processes
by reinforcing the capacities of key
stakeholders such as: Civil
Society Organisations, Political Parities
and Election Administrators; and
•Gathering and
diffusing an information tool on West African
electoral systems and processes in the
form of an "Elections Digest".
There are various projects
incorporated into the Electoral Reform Programme, which will be implemented in different phases. These include: Electoral Peer Reviews, Best Practice Policy, Capacity Building and Cost
Sharing, Punctual Election Interventions and Strengthening Pan-African Cooperation.
